Imagine this: while students in the Philippines enjoy two months of summer break in April and May, the rainy season comes in August and September with endless class suspensions. The idea? Instead of waiting for the mayor or DepEd to announce βNo classes today,β why not declare an official Rainy Season Vacation? Wouldnβt it make life easier?

Rainy Season Vacation Act
Section 1. Title
This Act shall be known as the Rainy Season Vacation Act.
Section 2. Declaration of Policy
It is the policy of the State to protect students and teachers from health and safety risks caused by severe weather during the rainy season, while ensuring an organized and predictable academic calendar.
Section 3. Definition of Seasons
For the purpose of this Act, the Philippine seasons shall be recognized as follows:
β’ Dry/Hot Season (Summer): February to May (peak heat: MarchβMay)
β’ Rainy Season (Southwest Monsoon): June to November (peak rains and typhoons: JulyβOctober)
β’ Cool Dry Season: December to January (cooler temperatures, light rains possible)
Section 4. Summer Vacation
Summer vacation shall be observed for a period of two months, typically during April and May, or adjusted according to the official school calendar.
Section 5. Rainy Season Vacation
A corresponding two-month Rainy Season Vacation shall be observed during the peak of the rainy season, covering August and September, to prevent constant class suspensions caused by typhoons and flooding.
Section 6. Adjustment of School Calendar
The Department of Education (DepEd) and Commission on Higher Education (CHED) shall adjust the opening and closing of classes to balance instructional days, ensuring no reduction in the minimum required number of school days.
Section 7. Implementing Rules
DepEd and CHED shall issue guidelines for the proper implementation of this Act, including the possibility of optional online learning, enrichment programs, or remedial classes during the rainy vacation period.
